Graduate Program in English Language Education, Islamic University of Malang Advisor: Prof. Dr. H Dimjati Ahmadin, M.Pd Keywords: Education, Syllabus, Workbook, Reading Education has an important role which determines the development of the society, especially to develop state and nation. In this era, if we want to make our state and nation better, we must make our children and students have good educational background. Science and technology are very quickly coloring all humans’ aspects. Humans always make and develop technology like in communication, transportation, and information. In order to balance between science and technology, our government has specific policy. Like now, the citizens must study until nine years (junior high school) and the government gives some facilities for poor students. Furthermore, the government gives facility for the students who will study in the university. Education becomes a guidance to make better students. They will understand the regulation of our life, like in spiritual, moral, and social. In the legislation of Republic of Indonesia Number 14 on 2005 about teacher and lecturer, it is defined that as a professional educator we have special duty to educate, teach, guide, instruc, and evaluate. In education, the students will get knowledge and will be evaluated by the teacher. In evaluation, the teachers have to use an instrument that is suitable with the abilities of the students. In addition, the teachers have to make their own instruments. Recently, teachers and students buy a workbook as collection of tasks from other people or company. In this case, it will make a problem in schools because the tasks are not suitable the students’ abilities. The syllabus does not complete like the syllabus that teachers’ have. In SMK Al-Khozini (Al-Khozini Vocational High School), the students face a problem in their workbooks and they say that their workbooks are too difficult and their teachers say that the workbooks do not complete, too. For those reasons, the researcher creates a workbook that is suitable with the students’ abilities and the teachers’ need. Understanding all of those problems and after interviewing the students and the teachers, the researcher got some information that became the basic of creating a workbook. Because of those reasons, the researcher creates his workbook based on the students’ abilities and the material in the syllabus so that the workbook can be received by the students and the teachers. The researcher asks the teacher of the third grade and a lecturer to become the experts to examine the workbook so that it can be used by the students. The experts give some suggestions and corrections like in grammatical and the researcher always revises it in order to make it better than before. The workbook has been revised by two experts and the researcher tries it out and gives questionaire in a small group to know the result and the comment from the students. The result of the trial is most of the students can do the tasks and more than 80,6% of the questions can be answered by the students and 99% of the students that receive the workbook (based on the questionnaire) feel happy and do the tasks seriously. It makes the students more confident to get the other tasks and to face the national examination. In the questionnaire, students give good responses and most of them feel satisfied. For that result, the researcher concludes that the workbook can be used by the students in SMK Al-Khozini (Al-Khozini Vacational High School) and in the other schools that have similar background.
